Like the main series of games, Pokémon Trading Card Game has got four leaders, known as the Grand Masters, to battle at the end of the game. These characters are like the Elite Four and will give you their legendary card when you defeat them. You can repeat the Grand Masters at will, in order to receive duplicates of the cards, but you cannot have more than 2 of each Legendary card without trading.
