Red’s Poliwag evolved into this Poliwhirl when it was trying to save young Red from drowning. When Red nearly drowned again after Lt. Surge tossed him off the S.S. Anne, it further evolved into a Poliwrath from the mysterious power of the reusable Water Stone lying at the bottom of the Vermilion Bay.
