The Pokémon GO Hatch Day is rolling out globally. For three hours in each region, Cleffa will appear more in 2km Eggs from Poké Stops, with a higher chance of it being Shiny. This runs at these times:
It runs from 2pm to 5pm in your local time.
This runs alongside Timed Research and several bonuses including half incubator distance
