After coming down the Bike Path you will enter the town called Fuchsia City. Since the Safari Zone is closed since the warden is on holiday, all you have to do is go to the gym. Get your pokémon healed and bring some Psychics for this battle. The gym leader, Koga's daughter Janine, has lower levelled Pokémon than all of the Kanto Gym Leaders so This Should be easy
