Eiscue

Eiscue, The Penguin Pokémon. It drifted in on the flow of ocean waters from a frigid place. It keeps its head iced constantly to make sure it stays nice and cold. This Pokémon keeps its heat-sensitive head cool with ice. It fishes for its food, dangling its single hair into the sea to lure in prey. The hair on its head connects to the surface of its brain. When this Pokémon has something on its mind, its hair chills the air around it.

Overview

If all what you wanted was to dance just like the penguins in Happy Feet, you would've wasted less time in watching the movie on Netflix rather than raising this Pokemon. While it has an interesting ability that protects Eiscue from physical attacks and allows it to regenerate its "pseudo-Substitute" on hail, it won't achieve a lot unless you are facing inexperienced opponents or unprepared teams. If you feel like making more mistakes, at least make sure you breed it shiny so you can pretend that you have a virtual lemon iced tea on your game.
Positives
Ice Face will nullify a physical attack preventing Eiscue from taking damage. With Hail, Eiscue can regenerate its Ice Face which can be generated by using Max Hailstorm.
Base Eiscue has a great Defense stat, however, once its Ice Face is broken, it transforms into Noice Face which gives it a whooping base 130 Speed.
Gaining access to Belly Drum saves this Pokemon from being a complete joke as otherwise you wouldn't have a reason to use it. Negatives
It's base form has an atrocious 50 Speed and while it has a decent 75/110/90 bulk, super-effective special attacks will decimate Eiscue from the likes of Heatran.
The reduction of its defenses once it transforms into its Noice form makes it extremely easy to get revenge killed. Pokemon like Scizor or faster Choice Scarf users like Spectrier will be able to easily revenge kill it.
As an Ice type, Singles will be a nightmare for this Pokemon due to the prevalescence of hazards. It will also struggle against threats such as Cinderace or Lapras to find opportunities to set up.

This is possibly the best set possible this hopeless ice cube can use. Belly Drum maximizes its Attack stat to a respectable level where Eiscue can actually damage its opponent. At +6 Icicle Crash will pulverize various opponents thanks to its great offensive coverage and in Dynamax, it will become Max Hailstorm allowing Eiscue to regenerate it's Ice Face. Substitute will allow Eiscue to scout the opponent and protect itself from status ailments or priority moves, allowing it to set up Belly Drum safely and triggering the boost of its Salac Berry or restore health.

DYNAMAX:
It would be difficult to suggest using Eiscue as your main Dynamax sweeper since there are various Pokemon that can take advantage of the extra bulk. It's worth mentioning that if you choose to Dynamax Eiscue, with Max Hailstorm, Eiscue can regenerate its Ice Face granting it an additional layer of protection against priority moves such as Scizor's Bullet Punch or Urshifu's Sucker Punch.

EVs and Items:
Eiscue should be running max Speed and Attack to outspeed as many opponents as possible while dishing the maximum amount of damage, specially when you take into consideration how badly this Pokemon relies on Belly Drum maximizing its Attack stat. At level 50, with a Salac boost, Eiscue will be able to outspeed positive base 100s at +1 such as Salamence and Charizard. It also ensures that in case Eiscue transforms into Noice form, no Scarfer can revenge kill Eiscue.

Partners

Eiscue appreciates sweepers like Cinderace and Mimikyu that are able to weaken the opponent while allowing it to sweep once its checks are weakened. Landorus-Therian provides protection against Fighting attacks while providing momentum with U-turn. Rotom-Heat can also switch Eiscue safely with Volt Switch, threaten Steel types like Bisharp and Scizor with STAB Overheat and threaten the opponent with Thunder Wave.

Other Options

Zen Headbutt is an option in case you want to smack Toxapex hard although this means that you will either have to give up on the ability to hit Steel types with Reversal or sacrifice the protection value Substitute has.
Iron Head works in case you want to scare Clefable, or at least pretend you can actually damage it.

Countering Eiscue

Anything that has a good special attack stat and with super-effective coverage will make it difficult for Eiscue to pull out its strats. As long as Eiscue is not being protected behind a Substitute, Heatran will easily decimate it. While Volcarona resists its coverage moves except for the rare Head Smash, it will be able to always force it out thanks to its STAB Fire type special moves and Bug Buzz bypassing Substitute.

Toxapex will always be the reason why Eiscue cannot have nice things in life. It's resistance to Reversal and Icicle Crash, access to Haze and its ridiculous defenses will mean that Eiscue will never be able to defeat it unless it carries Zen Headbutt.

Take into account that physical attacks will deal no damage to Ice Face if its active, so make sure you plan accordingly to avoid it from setting up a free Belly Drum by using special attacks. If it transforms into Noice form, that's when you can actually use priority moves such as Lucario's or Scizor's Bullet Punch to revenge kill it.
