The Hall of Origin can only be activated if you have the Azure Flute item. This item is obtained in Twinleaf Town if you have a complete Pokémon Legends Arceus save data on your Switch profile. Take the Azure Flute to the Spear Pillar after you have caught Dialga / Palkia, beaten the Elite Four, and have the National Pokédex and stairs up to Arceus' domain, the Hall of Origin, appear
