Route 21 is a route that runs west towards Victory Road. While seemingly short, this route has a variety of areas accessible to the north and south filled with trainers and puzzles.

Move Tutor
In the route, there is a house where a trainer says he will teach you the most powerful Dragon-type move to exist. This is taught to any of the Dragon-type Pokémon.
